Free Tours by Foot offers a wide variety of New York City walking tours (and even some bike tours and bus tours) that operate on a pay-what-you-like basis.  There’s no upfront cost to take a tour.  When the tour is over, you pay what you think it was worth.

Some of the walking tour options include Graffiti and Street Art, All in One Downtown, New York City Subway Art, All in One Uptown, The Highline, Central Park, Greenwich Village, and SoHo, Little Italy and Chinatown tours.  There’s also a selection of food tours and a few night tours.

Most of the tours are in Manhattan, but they do also have several Brooklyn tours.
